Attendance/ Call to Order/ Approval of Minutes
- Meeting
was called to order at 6:05 pm.
- Previous
Minutes for October 16, 2003 – To be approved off –line.
Approved post meeting with minor corrections.
Advisory Committee
Report
- Board
will send out a request for volunteers to form a landscape, insurance and
contracts committee. Lynley to
draft the notice for CCR to mail with the budgets.
Treasurer’s Report
- 2
bills were paid since the last meeting.
- Reviewed
2004 Budget draft prepared by CCR. A
decision was made not to add deductible; it will be floated from other
categories.
- Motion
to approve budget made by Mark Murray, seconded by Mike Rebert and L.
Thinnes. A copy of the budget
will be sent to all homeowners.
- CCR
requested to move reserves from operating account to reserve account in the
amount of $2595. Motion to
approve by Mark Murray, seconded by Mike Rebert.
- CCR
requested a motion to perform audit /tax return. Motion made by M. Murray, seconded by M. Rebert.
Management Company
report
- Assessment
for 2004 will remain the same $230 with the homeowner’s board taking on
more activities. A letter with
the assessment will be sent to the homeowners.
- Fine
Structure adopted by the board. Copies
of this will be mailed out to the homeowners with the budgets and
assessments.
- Question
if landscaping committee does something on behalf of the HOA Board are they
covered by the insurance policy?
- No
proposals for landscaping and snow removal have been received.
CCR will follow-up on this.
- Legal
review – Board has been asked to accept a counter offer of a 6 ft fence of
natural materials. The board
rejects this offer as the 6-foot height is outside of what is allowed by the
covenants. The board will put
changing the covenants to a special vote if the party can obtain at least 70
signatures stating their willingness to vote for a change to the covenants.
CCR to convey this to the Lawyer.
Architectural
Committee Report
- Patio
approved
- Board
reviewed request for a Counseling office to be run inside the home.
This is violation of the covenants and the request will be denied.
- The
original intent of swing sets was to have them behind the house.
For houses that have swing sets on side yard (with little back yard
that have no other houses adjoining the property), in order to maintain the
aesthetics of the property, they will be asked to move them behind the front
line of the garage.
- To
date there have been no volunteers for the ARC Chairperson.
The board will continue to operate with the ARC for approvals.
- Request
for a side door awning will be heard at a separate meeting in December.
- Homeowners
who have installed fences in front of the back line of the house will be
asked to fix the fence by moving it back so it does not extend beyond the
back of the house.
- Letter
to be sent to owner who isn’t picking up after their dog.
New Business
- Gus
reviewed options for an income-generating fee that has a basis in the
Uniformed Planned Community Act. We
would adopt a fee of $150, which would be a Capital Improvements fee.
This fee would be paid by the buyer as part of their closing costs.
It would be kept in a separate account titled Capital Improvements.
CCR to draft the resolution that the Board will sign.
- Entry
Signs – Light bulbs will be changed to fluorescent.
The sign keeps slipping and need to be wired.
Mike will look into it.
- Cracks
were noticed in the sidewalks on the corners. These will be repaired after the 18-month walk through.
Next meetings:
December 16 – Closed for grievance hearing – Board and
CCR to attend – Model Home
January schedule will be done after the holidays.
