to verify the M. Miller is willing to take over the website from B.

Treasurer’s Report
- Collections
- next steps were discussed.
Discussions surrounded possibilities to suspend collections, but
leave the amount delinquent on the books.
This way when the houses are sold the HOA has the opportunity to
recoup the fees without incurring further costs with legal notices.
Action: LT to
discuss options with CCR
Management Company
report
- Fence
in the basin - according to CCR, Theresa has contacted Wilkinson and sent
pictures. The chain link fence is a silt fence however it is not in
proper placement. She has requested them to repair it but no
movement yet.
- Bandolini
Right of way request – CCR noted they did discuss with the company that
it would take a ¾ vote of the community to sanction it.
Action: Scott to discuss with CCR about meeting with the
company.
- Sidewalks
- According to the Rules and Regulations 3a:
Sidewalks and driveways are the responsibility of the
homeowners, whose responsibility it is to keep them clear of debris and snow
in a timely fashion, but not to exceed 48 hours. Homeowner is responsible for replacement or repair of
cracked, broken, or hazardous sidewalks, in accordance with the Second
Amendment to the Declaration of Covenants, Restrictions and Easements,
(section 9.01), whereas if the owner fails to maintain or repair the sidewalk,
the association can schedule the required maintenance and bill the homeowner.

In
Phase 1, the sidewalks have already been dedicated. Repairs were made at the time of dedication.
At the present time the Board has reviewed the
situation and there are no options the Board can actively address.
It is now the individual homeowner’s responsibility for repairs to
their sidewalks and the association for the repairs to the common area
sidewalks. At the Annual Meeting
a number of people signed up to look into possible ways of taking individual
or group action. The board
will be happy to assist the group; however volunteers will be needed to head
the group. Action:
LT to contact CCR for the list of names and invite them to the next
board meeting if interested in heading this group.

In
Phase 2, the sidewalks have not been dedicated. They should be repaired prior to dedication.
A copy of a sample letter for the homeowners to send to the township
will be included in the newsletter and on the web site.
Action: LT to place
in newsletter and give to Web Master.

Wetlands map on the web site – It was brought to the
attention of the Board that not all of the wetland maps were on the web site.
Action: LT to have CCR to get information to update us.
Architectural
Committee Report
- Trampolines,
Pools, trashcans and Go Carts– The board has adopted the following
language on these issues. Action:
LT to communicate to the ARC for inclusion in the Rules and Regs as well
as the newsletter.

The
board has recently voted to approve the following clarification to be added to
the Rules and Regulations III, under C. Housing Structures under item #8:
·
Above
Ground Pools
No inflatable or temporary pools are permitted. However, kiddie pools, which are defined as a toy pool that
is filled, emptied and stored in the rear of the house or not visible from the
street, on a daily basis are permitted.
·
A
concerned homeowner asked about trampolines.
The board has determined that trampolines are considered to be portable
games or sporting devices and are permitted provided they are erected in the
back of the house.
·
While
the board did consider enclosures for trashcans, it was decided that no
amendments would be made at this time.
·
This
was added into the newsletter on Go Carts: Motorized scooters and go-carts
should not be run in the development. It
is illegal to operate motorized scooters and go-carts unless you are licensed
driver. Please do not use
people’s driveways to turn around. The
Rules and Regs clarify the motorized scooters.
They imply the use of motorized vehicles or conveyances such as the
go-cart, but since we have this issue raised we should consider adding the
words go-carts into it as well under II.C.2c.
- Fence
installed without ARC submission – The board reviewed asked CCR to send
letter. Upon satisfactory ARC
completion the board approved the fence.
Action: LT to include a reminder in the newsletter to gain
ARC approval ahead of time.
- In
order to save costs, the board would like feedback from the ARC Chair on
what activities they can take on that CCR currently maintains.
Action: LT to
discuss with A. Sumner and bring to next board meeting.
New Business
- Construction
Lot - It has come to the attention of the board that the construction
house is being sold as is. The
board will investigate if we can require that they bring the house up to
the standards of the rest of the community.
Action: SK to
discuss with CCR possibility of getting a legal opinion.
- Plan
for signs on Phase 2 – Plans had been previously submitted to the old
board by the landscape committee. Action: LT will
contact Mark to get these from him for the next meeting.
- Weed
growth in the common area - Last year there were number of complaints.
Board did not get extra application. Our landscaping does 2
applications for control one spring one fall. An additional one can
be done for $125-150. Action:
CCR needs to know if we want to authorize it for this year or not.
Board approved the additional application.
- Annual
meeting minutes – CCR has requested that these be drafted before too
much time goes by and reviewed.
Action: AM to
circulate the minutes
- Next
newsletter contents should include what has been done to reduce costs.
Action: LT/ SK
- A
possibility is to have the Advisory board take on more projects and make a
proposal for covenant changes for fencing, 5-person board, etc.
To be investigated at the next board meeting.
